There has been a lot of talk about sanctuary cities in America. As an anti-illegal immigration activist, anticrime
activist, and block captain in the Van Nuys area of Los Angeles for 15 years from 1991 to 2006, I can
tell you without reservation that Los Angeles is one of those cities.

In the past, the issue was largely politically focused on immigration. Concern about terrorism was not
thought to be connected to illegal immigration since attacks were thought to be mainly airline highjackings.
But with improved security measures, terrorism now goes after soft targets - and Los Angeles is chuck full
of them.

Legal to be Illegal
The city leaders protect illegal immigrant residents by not cooperating with the federal government in
enforcing its immigration laws. The claim is that without this protection, illegal immigrants would be afraid to
report crime. But immigrants aren’t afraid of the LAPD’s immigrant friendly police - they’re afraid of
retaliation by gang members (many of whom are themselves illegally in the U.S.) for informing on them.
LA’s policy, although with good intention, is a virtual invitation to criminal aliens and terrorists who want to kill
us.

Special Order 40
The most egregious element of the sanctuary policies awarded to illegal aliens or terrorists disguised as
illegal aliens, is the LAPD's "Special Order 40." Special Order 40 originated in 1979 to prevent police from
randomly inquiring about the immigration status of innocent victims and/or witnesses of crimes. Special
Order 40 virtually amounts to rewarding illegal alien gang members and alien criminals with a free pass.
Special Order 40 is good news for terrorists who don't like to be questioned about their immigration status.

Mexican Matricula Consular ID
The Mexican Government has successfully lobbied the City of Los Angeles (and many other U.S. cities) in
accepting as valid identification, the Mexican ID card known as the Matricula Consular. The Matricula does
not bear the card holder’s fingerprint, and the address information on the card can be whatever the card
holder wants it to be. The only Mexicans in need of the Matricula IDs, are those who are illegally in the U.S.
-- all others legally present, have a passport, green card, or other identification accepted by the U.S.
federal government. So effective was the Mexican lobby, that in 2004, L.A. created a statute recognizing
foreign consulate identification cards as valid identification with no objection from the LAPD Chief of police
(Bill Bratton at the time), (SEE ATTACHMENT 02), this in spite of the testimony on June 26, 2002, by the
FBI’s Steve McCraw, Assistant Director of The Office of Intelligence, as to the danger the Matricula poses.
(SEE ATTACHMENT 03).

To test the ease with which a counterfeit so called "high security" Matricula ID could be obtained, I got one
for myself for $40.00 in the Mac Arthur Park area of Los Angeles (not far from the Mexican Consulate)
where there is a thriving counterfeit document industry that operates in the open. (SEE ATTACHMENT 04).

The Mexican government falsely claims that the Matricula is secure. The consulate issues a transparent like
optical decoder card (SEE ATTACHMENT 05) along with usage instructions to L.A. law enforcement to be
used to detect the "authenticity" of the Matricula card. A Matricula deemed authentic only means it came
from the Mexican consulate, not from the street. From questioning a number of LAPD officers, I found that
most haven't got a clue about the decoder. Moreover, information obtained with a Public Information
Request, revealed that most LAPD officers and detectives don’t even carry the decoder. (SEE

Mexican Matricula Consular ID continued

City officials argue that regular driver's licenses can also be counterfeited just as easily as a Matricula can.
But law enforcement can instantly verify drivers license information from a state database. Matriculas are
not linked to any database. Thus, law enforcement has no way to verify the information contained therein.
Incredibly, Matricula IDs can be used as valid ID to enter the James C Corman Federal Building on Van
Nuys Blvd. (SEE ATTACHMENT 07). And if that’s not enough, Matriculas can also be used as valid ID to
board airliners. (Play CD Video 03

Disguised as an illegal street vendor
In L.A., if a terrorist wanted to go completely unnoticed, he need only disguise himself as an illegal alien
street vendor. To test how easy it is to set up an illegal street vending business, I bought a vending cart
complete with fresh chicharon from an illegal vendor for $50. I then disguised myself as an illegal vendor
and pushed it around Van Nuys in front of Antonio Villaraigosa’s 2005 mayoral campaign headquarters. As
ridiculous as I looked, police passing in their patrol cars never once stopped to ask what I was up to.

No ID And Walk
The LAPD completely ignores the estimated 50,000 un-licensed street vendors (of those, 10 thousand are
estimated to be food vendors). The LAPD does not pro-actively enforce the law against illegal street
vending -- that is, they don't do anything about the problem when they see it. Occasionally, the LAPD
partners with the county health department and sanitation department in conducting infrequent street
sweeps. The LAPD's claim that they cite illegal vendors on these sweeps is in conflict with what I witnessed
on two sweep ride-alongs. The LAPD and the Health Department have a policy of not citing illegal vendors
if they cannot produce identification (as this would force officers to identify the subject as an illegal alien.)
Other than the confiscation of the vendors' goods, the vendors are simply allowed to "walk." Vendors
knowing this, make it a point never to carry any form of identification other than a Matricula in which case
the vendor is given ticket to show up in court. Of course the vendor never shows up and of course, the
LAPD doesn’t bother tracking down court no-shows. With the LAPD's "no ID and Walk" policy, any law
enforcement database is useless and could allow a fugitive alien terrorist to slip through their fingers.
LAPD's "no ID and walk" policy is tailor made for terrorists.

Soft Targets
The Abundance of Los Angeles’ Un-Secured Soft Targets is a Terrorist’s Dream Come True.
The terror attacks of soft targets in Boston, San Bernardino, Orlando - and most recently New York and
New Jersey - and scores of other cities, should be a wake up call to sanctuary cities like Los Angeles. .(SEE
ATTACHMENTS 09 and 10)
